The "Why" is truly fundamental. It is proven that most staff will go through a task in a robotic fashion when they don't have the "why," the story behind it. The "why" doesn't have to be noble or grand but having it does incite purpose and engagement. Everyone needs to know the reason they are needed from data entry to policy formation.
